P/2024/0448/FUL 21 Folds Road, Haydock, St Helens Change of use of
the property from a residential dwelling house (Class C3) to a
Children's home (Class C2) for the care of up to 2no children
(amended description). This application had been deferred at the meeting held on 10 December 2024 following a request from the applicant to allow them additional time to address objections and submit additional supporting evidence to which the Committee had agreed.
The Senior Planning Officer presented the application to Members, during which a presentation was screened detailing the following:
• Aeriel View and Block Plan • Site Photographs • Proposed Development – Site Plans • Elevations Plans • Residential Amenity • Conclusion
The Applicant appeared before the Committee to present their application to Members.
Grant Planning Permission Subject to the following conditions:
1. The works hereby permitted must be begun within 3 years of the date of this decision notice.
2. The development hereby approved shall be carried out in accordance with details shown on the following plan references received by the Local Planning Authority on 05.11.2024 & 07.11.2024: · Existing Elevations Drawing no A200 · Proposed Elevations Drawing no A201 · Proposed Floor Plans Drawing no A102 · Site Plan Drawing no A101 · Existing Site Plan Drawing no A100
3. The use hereby permitted shall operate in accordance with the details provided in the Community Impact Assessment document received by the Local Planning Authority on 05.11.2024 prepared by Space Architectural Ltd for Guiding Stars Care Limited.
4. Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended) (or any other order revoking and re-enacting that Order), the use of the building and its associated land shall be limited and specifically up to 2 young persons and with provision of an element of care. The building shall not be used for any other purpose (including any other purpose within Class C2 of the Schedule to the Town and Country Planning (General Permitted Development) (England) Order 2015).
5. Before the use hereby approved is first occupied, the 2 additional car parking spaces indicated on Site Plan drawing no. A101 shall be marked out in accordance with the details shown on the approved plan and made available for use, including an access from the adopted highway, before the use hereby approved is first occupied, and shall be retained as such thereafter.
P/2024/0045/FUL Land To The West Of Millfield Lane and South Of Liverpool Road Haydock, St Helens Construction of new employment units for flexible use across Classes E (g) (iii), B2 and B8, with ancillary offices, car parking, service yards, infrastructure, landscaping, ancillary structures, and associated works plus the provision of access to the site from Millfield Lane and Liverpool Road.
